Why cant I redeem a google play gift card

So I live in Canada and I bought myself a google playstore gift card and when I try to redeem it, it says it's not available in my country. I've checked the address on my Google wallet and it is my address here in Canada, is there anywhere else where I'd have to add an address? I don't understand why it's saying that cause even on the gift card it says valid for Canadian residents only. Does anyone have any ideas what could be the problem?

Your address to check would be the one kn your actual google account, idk if wallet account is linked. Go to myaccount.google.com and very your payment method there is your address in Canada.
