Why cant i reset my Google password

So recently I been getting really frustrated at Google, I can't so it the easy way by a text message because I don't have access to a phone. I put in numerous times to recovery my account and i cannot recover it. I don't have a recovery email setup so how can I recovery because u have Google play credit on it that I can't get easily. Thanks for taking the time to read and hopefully you can help me out.
