Why can't I see my notifications on my Note 5 even though they are on?

I turned on my notifications on galaxy note 5 but i cant see them still

So when i had restarted my phone something bad happen idk what it was but now i cant see my notifications from any of my apps and i turned on my notifications

Welcome to Android Central! Can you give any details about the bad thing that happened?

Go to Settings>Data Usage, and make sure Restrict Background Data isn't turned on.

Also try wiping the cache partition: https://support.t-mobile.com/docs/DOC-23240
