Why can't I send or receive pictures on my new Galaxy On5?

My new phone will not let me send pictures or receive them! It is a Galaxy On5 and I am with Net10.

Hi I had this issue too but I found a way to fix it:
1.) Open Settings app
2.) click "More connection settings"
3.) Wifi-Calling Settings
4.) click on "Cellular network preferred."
