Why can't I transfer files between Oppo phone and my PC?

I have Oppo A83 phone but I can't copy anything from the phone to my PC, even though I can copy files from my PC to my phone.
I also cannot transfer any file between the internal storage and SD card of my phone. I tried USB debugging but it still doesn't work.

when you connect your phone choose the MTP (transfer files)

Use the file manager to create a folder on the SD card. Then copy the pictures to that folder
(using the file manager).

Apps can't just write anywhere on the SD card, that's why. If a file manager creates a folder, it can save (or paste) files to it. But the PC, unless it created the folder, can't.
