Why can't I turn on usb debugging on my Samsung Galaxy 5?

why cant i turn on usb debugging samsung galaxy 5

Followed the steps to allow usb debugging by tapping on the build number and went to developer options only to see a greyed out usb debugging option

Welcome to Android Central! Is every Developer Option greyed out? If so, make sure the Developer Options in general are turned on, because you can actually turn them off. Look for a "switch" near the top of the menu.
