Why can't I use WiFi calling

Every time I try to activate the WiFi calling feature on my phone, I get an error message saying this. I tried calling the number which was att and was told to contact Samsung. Has anyone ran into this problem? Also I tried to upload the screenshot but your site keeps telling me upload failed. Bummer.
