Why can't my Galaxy S4 zoom take pictures during a phone call?

Galaxy S4 zoom, can not taking pictures during a phone call

When I try to start the camera during a phone call I get the message "unable to open camera during call". I have read the specifications online and it clearly says that in call photos are obtainable. Please, is this a setting?

Yes, you can take a picture using the in-call sharing feature. While on a call use the Zoom ring to bring up the on-screen settings and select "auto" to take an image then select the gallery and choose the image to share.

I have tried this and I still get the same message. I either have a faulty phone or there is a setting to turn on/off. I may be returning the phone if I can not get this issue resolved. :(
