Why can't my Samsung Note 3 fully turn on?

I turned off my phone and then when I tried to turn it back on, it froze on the T-Mobile 4G LTE screen and will stay like that until the battery is drained. It can still charge and I've tried to reboot the system but nothing has worked.

Hi, what happens when you remove the battery and put it back in? have you attempted anything on the phone, like rooting?
