Why can't we download from Google play

My son just got an LG phone and we can't download from Google play store. We tried force stop. I can't find downloads in app manager. Do I have to reset the phone?

Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager (to find it in the Settings>Apps menu, tap Menu>Show System). Now try again.
