Why do apps look different?

I have the SomaFM app installed on 2 tablets. One is a Tab4 running KitKat, the other is an S2 running Lollipop. On KitKat the selection bar is on top (preferred) and on Lollipop it's on the side. They are both the same version. Why is that? There is no option in the settings to change it.

NOTE: These are screen shots I got from the Google Play Store, but they show exactly what I mean. It looks like they might have been taken from a phone based on the icons on the bottom.

Aspect ratio, tab s is 4 by 3, tab 4 16 by 10 I think hence the different use of the screen real estate

Except that this is the only one that does it. I have several others that don't. The rest just stretch or shrink to fit. It's a mystery to me.
 
This is done by the app developer based on the screen size, resolution and ratio. The two tablets must be on either side of some line he decided to draw.
