Why do downloaded wallpapers automatically set for BOTH lockscreen & homescreen?

I just downloaded a few really nice wallpapers, but why do I only get the option to install them on BOTH my lockscreen & homescreen?
I would like to be able to set separate wallpapers for both...

That's odd... I do get both options when setting a wallpaper...

I also get both options... but when choosing for either of the 2, I get an automatic notification that BOTH the lockscreen/homescreen will be fit with the wallpaper.
My S4 refuses to use 2 different wallpapers for some reason, despite the menu giving me the option.
