Why do I keep getting a pop-up notification constantly about Wi-fi scanning?

Hey there Huaweians!

Out of nowhere this notification or pop-up - I dont know which term - keeps on coming up to my screen no matter which application I use. Except for the games or while watching videos. I have restarted my Huawei Mate 10 pro over and over again, checked for viruses, turned on and off the Wi-fi sharing but nothing worked out for me. I need your help! This is getting really annoying...

Message is: "By turning on the Wi-Fi scanning, apps and services can scan for Wi-Fi networks any time, even when Wi-Fi is off."
With a white message box popping in the center of my screen fading out the other elements on the screen.
