Why do I occasionally have to type in my PIN to turn my S7 OFF?

After a recent update, my S7 Edge occasionally asks me for my PIN number before turning off.

This seems diametrically opposed to security. If I thought someone was about to steal my phone, I'd want to turn it off quickly to prevent them accessing my data whilst it was still turned on!

So what is this trying to achieve?

For a bonus point, I'm required to enter my PIN during power-on, ostensibly to protect my fingerprint access. Why is this? How does it protect my fingerprints? (This is probably a trade secret!)
 
For your first question, don't know, I haven't seen that mentioned before. But you have a good point.

To the bonus point: Many users don't want to use the FPS, and it also has a greater chance to fail thus leaving you locked out of the phone. The PIN is not to protect your fingerprint but to protect the device from access.
