Why do tabs keep popping up on my S9 after I close them out?

Whenever I view websites using either IE or Chrome they always seem to pop up whenever I open a new tab. I can close a tab, then hours later open up a new tab and the previous tab always seems to open up. Very annoying.

Welcome to Android Central! By "IE," I assume you mean the Samsung Internet browser, correct? (There is no Microsoft Internet Explorer for Android -- only Edge.)

How are you closing the tabs -- by tapping the tab management button and then tapping the X associated with the tab? Or are you just tapping the Recent Apps button and swiping away the whole browser?
