Why does Do Not Disturb suddenly let some notification sounds through?

Today when I turn on DND, it let through a phone call from a non-contact. But it correctly blocked a call from a non-favorite contact.

Also, it incorrectly let through notification sounds for some messaging apps, but it correctly blocked notification sounds from other messaging apps.

I confirmed that my exceptions are correct.

Not sure whether it started with the recent an Android Security Patch update or more recently. I noticed the problem only today.

I have a Samsung Galaxy S10e on Verizon.

Anyone know what's going on?

Do you have DND set up so that if the same caller tries twice in 15 minutes then they will get through?

for which apps specifically?
submit an error report via samsung members app if you think it's a bug with DND (members app > + button > error report)
