Why does it periodically say manually locked and require a PIN to unlock?

Can someone explain this to me (not complaining, more want to understand)...

I have on-body smart lock turned on.

Sometimes, and I don't exactly know what combination of events causes this, I will pick up my phone, attempt to fingerprint unlock and instead, the PIN pad pops up requiring me to use it to unlock. At the top of the screen, it says something about being manually locked.

I sometimes use the power button before I place it down so I thought maybe that was it - lock with power button - but it's not.

The last time it happened, I had only left the phone untouched on a table for 30-40 minutes.

It only seems to happen once in a while. What am I missing?
