Why does it say "Not charging" when plugged in and remaining time when unplugged?

So here is the thing, most of the time (like 80% of it) when connected it says "Not charging"... Sometimes it will charge when plugged and it will say "Charging on AC" and it really does... If its disconnected it will say my approximate remaining time. Why would it say "Not charging" when plugged, I had my phone always discharged until I noticed this - Not using OEM Charger/USB Cable - It's all by Samsung but not for my model (S4 Mini - GT-I9195), battery is OEM. Charging worked until I installed Custom ROM (Resurrection Remix Nougat).

Welcome to Android Central! Have you already tried different charging cables/plugs, and inspected the microUSB port to make sure there's no debris in there?

Yes, of course. I checked it before, as I stated, I didn't have that problem before... Tried different cables but same result. :-(

Since it started with installing that ROM, you could reflash the stock ROM and see if the problem goes away. If it doesn't, then the port might have coincidentally started to fail around the time you installed the ROM.

I actually did that many times but the problem persists, tried to find it on Google as a feature since it recognizes it but it doesn't allow it to charge... I may try a different ROM... Any ROM suggestions for S4 Mini (GT-I9195)?

Sorry, I don't have any direct experience with Samsung ROMs. I'd suggest moving this thread to the S4 mini forum, but I doubt anyone checks that forum much these days.
