Why does my android show two separate apps for android using battery?

Both of The android figures are black. One has "android os" next it but the other doesn't have anything. Sometimes I have to log in my google acts twice. Is my phone being monitored

No. There are many battery apps - you have two installed. (I have even more.) Some show one thing, some show another.
