When open ing and closing apps, Facebook for example, it takes forever for the app to close, or to open a post, or a link.

Depending on how old the tablet is, it could just be aging hardware. But the cache partition is probably just as relevant like belodion said.

Yes, I don't think the wipe is very likely to work, but it's worth trying first before trying other things. As you say, it may turn out that there's not be much that can be done.
