Why does my Galaxy S9 ask to turn on read receipt every time i open a new message?

It seems after recent updates my Galaxy S9 asks every time I open a new message if I want to turn on read receipts. I have this disabled in settings and I dont want it turned on. I have tried clearing the cache and data under the messaging app. Nothing seems to work. Please help as I find this really annoying.

what messaging app are you using? have you tried to clear cache for the app?
