why does my htc desire 510 android phone always say mobile data disconnected

I am getting the same problem in HTC Desire Pro 10..I changed my service provider and am getting the message Data disconnected...the data ON button is green.

My SIM and phone are fine ...how do I fix this issue

I have a HTC desire 510 that has been unlocked and has a Rogers SIM card in it.the WiFi works fine but even though the mobile data is on and I have the right apn settings for Rogers it still says disconnected for the mobile data when the WiFi is off. I have done every kind of rest to the phone that I can. with no change in results. Help.
