Why does my LG-d415 giving me an insufficient storage alert?

I kept getting insufficient storage alerts when trying to install/update apps, but when I checked my storage it was over 300MB free. I had to clean it up to about 550MB free before I was allowed to install anything. Also, there is something wrong between my phone and my SD card (16GB) because I can't move apps to SD. I'm using an unofficial build of Cyanogenmod 11 right now, could that be causing these issues? Thanks for your help

That says that your ROM needs about 400MB free to operate.

Also, there is something wrong between my phone and my SD card (16GB) because I can't move apps to SD.

Android is designed to use the SD card as data storage. While it's true that some apps can be moved to the SD card, not all can. And of those that can, not all of them can actually run from it. And all of them need a link left in internal storage for every piece of the app moved to the card, so some apps don't save much by being moved.

so how can you install your photos and video on to you sd card ??? it has 32 gig of bite of free storage...
