Why does my lock screen clock not change, and news and weather stay the same?

On my Samsung Galaxy S9+ (Android 10) there appears to be two lock screens. The normal lock screen (with pretty changing pictures) shows up immediately when I press the power button twice.

But, after a few seconds another lock screen with a black background shows up.

It has correct time when the screen shows up, but the time doesn’t update. There are also weather and “news” items that NEVER CHANGE (news from Sept 2017 !!).
This is driving me CRAZY and I would so appreciate a solution.

Welcome to Android Central! That looks like something from a 3rd party app. If you didn't install an app that was specifically for a secondary lockscreen, then it's likely a hidden "feature" of some other app you installed (no doubt involving ads of some sort).

When you see that screen, try going to the App Overview. If you see that screen as one of the minimized apps that are open, see what app is associated with it.
 
Thank you for your suggestions. I agree that is is probably a 3rd party app, but I've attempted to identify (in vain) all 3rd party apps that might affect the lock screen. When that awful screen does show up (and doesn't update the clock!), I can touch it and it goes away and leaves my preferred lock screen in its place (good!). But when I log in and go to "Recently used apps" it simply does not show up. Exasperating!
 
Try also going to the Special App Access menu in the system settings and see which apps have permission to Display Over Other Apps. One of those might be the culprit.
 
Also go to device administrator menu they like to access permission to control lock screen

The system settings screens change with every iteration of Android. Here are the system settings screens that I have in Android version 10 Kernel version 4.9.186:

B. Diddy: I don't know where to find the: "Special App Access" menu in the system settings in order to check which apps have permission to Display Over Other Apps. A search for these words turned up nothing.

Sorry, you're right -- Samsung's menu system is different (of course) from Pixels.

On your phone, go to Settings>Apps, then tap the 3 dot menu button at the upper right, then Special Access>Appear On Top.

Go settings>in top search bar type Device Admin app then tap from list or go settings>biometric
 
Mustang and B. Diddy: Thank you both for your clarifications. I made the suggested changes, but still have the lock screen come up with the same weather and news as always, and clock showing the correct time for about 1 minute (then it doesn't change at all until I press the screen). See attachment. I was hoping someone would recognize the look of the attachment and provide guidance as to which app is providing me with the out of date information. Thanks again.

PS - for some reason I wasn't able to imbed the screenshot into this email. I was able to do it yesterday!

What did you find under device administrator ? Should one be find my phone.

I shut off Find my Mobile, Super Status Bar, Automate, LED Me Know, and Buttons Re-mapper

None of the changes got rid of the pesky black screen!

Hi, did you reboot After deactivate those ?
 
Thanks for the safe mode suggestion!
Safe mode did work to get rid of the annoying lock screen. But when I returned to normal mode it is, of course, back.
I did have a bit of a scare returning to normal mode because it didn't default back to my Nova7 launcher (which I absolutely love!!).
But that was easily correctable.
 
Do you have a ton of 3rd party apps installed? If not, then it might help to list the ones you've installed, so we can see which ones might be more likely to be causing that.

In general, I'd be suspicious of any 3rd party "phone cleaner/booster", file manager, gallery, or flashlight app. There are many more possibilities, of course, but these are some of the more common categories.
 
B. Diddy: Thank you! Yes, I do have a ton of 3rd party apps. But I'll follow your suggestions regarding particular apps that may be causing this aberrant behavior (even if they don't claim to modify your lock screen)! What a pain! But thanks for hanging in there. I'll definitely post a solution if I find one!

Uninstall those 2 apps first Super status bar, led me know abd then work from there until it goes away
