Why does my new LG V20 battery charge slowly past 67%?

[Android Central Question]

I replaced the battery in my LG V20. The new battery charged perfectly fine- until it got to 67%. It was at 67% about 3 hours ago... I left it sitting on the charger, not in use. It is now at 68%. It still shows the "fast charging" icon, but no longer gives an ETA as to when it will be fully charged. Why is it charging so slowly?

Welcome to Android Central! Where'd you get the battery from? That battery has likely been sitting around a shelf for a long time, so it might already be fairly deteriorated.

Was the battery fully depleted when you put it in the phone? If it sat on the shelf dead for any length of time some of the battery cells may have collapsed no longer able to hold a charge.
