Why does my Note 4 automatically connect to Wifi?

Why does Wifi still automatically connect to an open network even when i have it checked NOT too? I also have the Wifi toggle set to OFF. My Note 2 would do this same thing...is it just something touchwiz does?

If you have a Sprint phone, check this setting out: Settings --> More Networks --> Mobile Networks --> Connections Optimizer (make sure the box is NOT checked). I don't know know whether other carriers have something similar.
