Why does my phone dismiss calls from private numbers?

Why does my phone dissmiss calls from private nummbers?

I have a rooted htc okne m8 running cyanogenmod 13, when i receive calls from private(hiden) numbers, my phone automatically dissmisses the call.
I can´t find anything under the settings that would do this, blocked call list is deactivated.

Welcome to the forums. It's been a while since I ran CM on a daily driver. Which settings have you checked; the phone app settings?

I´ve checked system settings(Settings>privacy>block caller list) and that´s where the app redirect med when i check block settings in the phone app. I also tried to install a different phone app but no luck.

I found the problem it was a setting AVL, I don´t know how i could miss that.
