Why does my phone keep saying "Can't take screenshot due to security policy"?

I found in another forum to check security credentials and clear them if able to but I found something I'm not sure what it is. Under certificates in the credential area there are gobs and gobs of them and I have no clue what those are. My device and LOOKOUT are the only administrators but lookout is disabled. Is this normal?

Some apps, like many banking apps, will disable that feature while they are running, for security purposes.

Which phone?
Which version of android?
Which carrier?

When you get the message, is there a common set of apps you are running?
