Why does my phone keep scrolling to top????

GALAXY NOTE 2 w/VERIZON

I don't know what happened or what setting I might have changed that whenever I try scrolling down a web page, it just returns to the top of the page. I have to pinch/zoom out to read further down. I started noticing it happen when I would try scrolling down through my contacts list and now it is also happening when I try reading or writing an email.

It is super annoying and want to know of someone has also experienced this and/or how I can fix this.

Do you have Double tap to top enabled?

Settings > Motion > Double tap to top
