Why does my phone only work when i have the charger and cord plugged in, regardless of power

My pixel xl 2 is acting strangely, it will only stay on (bootloader doesn't have this issue) when I have a cord and charging base plugged into it, regardless of the base is plugged into a power source. If I unplug the base, it will shut off. But the battery does drain while the base is still plugged into the cord.

Sounds like you have some really weird hardware problem.
