Why does my phone shut off, to "Optimize apps?"

So I have my Droid Turbo smartphone for a couple of years now, and just frequently it starts to shut down to Optimize Apps.

It says;
"Android Is Restarting. Optimizing apps 12-42" something like that.

But sometimes before that, I try to turn it on by pressing the power button, it shows the Motorola Android symbol blah-blah-blah, then goes to the futurist, chrome-like Droid sequence that moveit around. Then around 15 seconds later it goes black screen. So then I would have to use my phone charger to try and attempt to get it working. So after the Motorola sequence it says the Optimizing Apps thing. Now, this occurs almost every time when I accidentally tap the power button while watching a video, or listening to music. So I don't know if I can turn it off the Optimizing thing, uninstall a certain app, or bring it into the Verizon store. Any solutions to this?
