Have you tried a new battery? I would suggest replacing the battery and see if that helps fix your problem. This issue occurring while on battery, and not charging, leads me to believe that the battery may be causing this issue. If it's not the battery, then there's a deeper rooted problem with the hardware, which will require repair or replacement.
