What are you volume rocker buttons set to control?
Ringer or media?
Might you be smashing the volume buttons, inadvertently?

This happens to me to. If I leave the messaging app open on the last person who text me, it will never give me an audible notification if they text again.

I don't know what would cause that behavior. I'm in that, exact situation, daily and notifications continue with successive texts from the same person, with their thread open.

Which exact version of the S9 do you have?

What happens when you try Safe Mode?
