Why doesnt AT&T have voicemail transcription for all Android phones?

Just switched from Verizon (Pixel) to AT&T Samsung S10e. I have the AT&T Visual Voicemail app, but no transcription. AT&T blames the incompatibility on Samsung. All I know is that not having transcription is soooo annoying. Makes me want to switch back! Grrr.
