Why doesn't my Galaxy S3 not have the Gear Manager app in Samsung apps?

Galaxy s3 no "Gear Manager" app in Samsung apps

I have a Samsung 3 and like others said there is no gear app to download I am running a 4.1.0 system will my circle gear work on this cell phone? I do not know what to do .
