Why doesn't my One Plus battery charge to 100?

its coming only 97, 96 like is there any problem

Is the phone or battery new? Apparently, lithium batteries have to be calibrated during the first couple of uses for optimal performance.
Also, did you update the phone's software recently?

That's a myth. I have no idea where it started, but it should go back there.

It should be conditioned for 3 cycles - totally different.

Leave the charger plugged in at least overnight and see if it gets up to 100%. (Also, make sure you're using the stock charger. A lower voltage charger [lower by 0.1 Volt or 0.2 Volt] won't get the battery up to full charge in some phones.)
