Why doesn't my phone ever doze?

In the battery details of my Nexus 6 (6.0.1), it's "Awake" 100% of the time. It's never, ever *not* awake. My Wife's Nexus 5X is only awake ~5% of the time.

I think it meets the requirements to doze; (it's flat on the desk, still, not charging). I don't have any Facebook apps (I read that those can be bad from another thread).

I am a Project Fi user, if that matters, but I've gathered that Fi Users Nexus 6 phones doze just fine from those forums.

Is there a way to find out why it won't doze?

Do you have WiFi set to always scanning?

Are you letting your phone sit undisturbed for more then an hour?
Even with out doze your device should never be awake 100% of the time. Theres a larger problem here other then doze not working.
Sounds like you may have an app or setting causing it to stay awake.
