Why doesn't my work Samsung Galaxy S8 see my Motorola H730 bluetooth?

I can pair my personal Galaxy S8 to the bluetooth fine, but the work phone doesn't see it (instead it sees the personal phone when I scan for bluetooth)
The blue light on the headset is solid (which is supposed to mean it is in pairing mode). I'm wanting to use ONE headset for both phones--depending on which one I answer.

Reading the pairing instructions, it looks like you need to turn off the first phone it's paired to in order to pair it to a second. After the second phone is paired you can power cycle the headset and it will connect to both.

If the second phone is "seeing" the first, it sounds like the first isn't turned off.
