Why doesn't the fingerprint scanner work when I turn my phone on.

I signed up for Android Pay and have to have the screen locked. I use the fingerprint scanner. When I turn my phone on in the mornings, the fingerprint scanner never works and my backup password never works. There is an option to change the password. I then have to change my password which then logs me in and I can then use the fingerprint scanner. Does anyone know why this is happening? I know my password. Is there a fix for it?
 
What happens when you try to use the fingerprint sensor? Does it actually ask you to use the sensor? Does it give you an error message?
 
The fingerprint scanner is disabled when you first start your phone. This is by design, and not a bug. All "current" versions of Android act this way. It's a security measure. The first time you turn on your phone, you MUST enter your backup password. Then, each time it locks, you can unlock with your fingerprint.
