Why don't tasks close after a reboot?

Tasks don't close after reboot

I have noticed that after I shut down and reboot my phone, even after choosing the wipe cache option prior to restarting, that my previously open apps are still showing in the recent apps screen. Shouldn't they have been cleared after shutting the phone off? I don't know if this started after Lollipop or before.

It's a lollipop feature as far as I know. Perfectly normal.
