Why don't widgets show up on the Gear S3 after I have turned Power Saving Mode on and off?

I turned on power saving mode because I was at 15%. When I turned it off, none of the widgets were there on the quick scroll, but if I clicked on them they still worked. It has been 10+ hours and they still haven't showed up.
