Why galaxy young S6310 isn't connecting to Airdroid via web?

I purchased Galaxy young to my little kid after recommendations it will able me to track his GPS with Airdroid app.
But, unfortunately the Airdroid connect with the phone only via our local Wi-Fi and not via the WEB and it's useless
It seems the Galaxy young have over web protection that conflict the aim of it's purpose

Nope - it's the nature of how the internet and routers work. Airdorid isn't really designed to do what you want. Android Device Manager will, if mobile data is on, and you can log into the gmail account the phone is on. (You don't have to install anything on the phone.) Samsung has a similar service on their site (which I never use because it doesn't work in the US).
