I have to wonder if some of it has to do with concerns over the supply chain. Google had difficulty keeping up last year, if Google drops the price there may be difficulty filling the orders.
It's a bit of a catch-22 - people want the device but think the price is maybe a BIT too steep for them but the demand is manageable, if the price drops the demand goes up and Google may not be able to keep up with shipments within the amount of time people expect.
It's like cars - some sell themselves and every unit produced sells even without incentives, others have piles of incentives to entice the customer to buy that brand over the brand that doesn't offer incentives. If the brand that doesn't offer incentives starts offering them, they suddenly start growing faster than they can keep up with and quality goes down.
