why is chrome browser unable to reach local http server on android 8.1.0 ?

I have been using servers ultimate pro specfically their lighthttpd server for several years (and several android upgrades) without any issues ...

Fairly recently my moto 5g plus was upgraded to 8.1.0 and since then the lighthttpd server i was running on 127.0.0.1:8082 is not reachable ...

The logs on the server seem to indicate no requests are received so I am suspecting something with a "new" firewall rule introduced with 8.1.0 .. but I cant find any doc / tip to fix this ....

FWIW the moto g5 plus is an unlocked phone, not bought through a mobile operator .
 
I don't think it's possible to firewall 127.0.0.1, so it has to be something else. Do you have another computer, phone, anything on the same wifi network as the phone, that you can use to connect to <the phone's IP address>:8082?

Edit:
I just installed the free version and ran the web server. It's at 8080. It works fine om 127,0,0,1 (on a Pixel 2 running the December update of 9.0.0). (Of course I don't have any web pages set up, so all I can get is the default landing page.) The version I installed is dated November 28, 2018. Make sure you've updated Servers Ultimate.
