I have a device (not mine) Galaxy S3, trying to connect to the wireless at our location. It is getting "wait while we optimise your connection". There are others in the area connected, so unsure what this particular device would be getting that particular error... It is pulling our DHCP range, so it's connecting to our server, just not passing traffic further. (the device is in a firewall bypass... so nothing is blocking it's access on our end that I can see).

Try to restart the router and phone.
