why is google play services using so much internal memory every day?

My phone has 2.4GB free of internal memory at this moment. However, by this time tomorrow, it will be down to 350MB of free space due to google play services app data. Every day I have to clear it's data, which gets really annoying. This started about a week ago. I can't figure out what's going on. I thought at first it was play music caching data but that's turned off. All of my google play apps are set to not cache or download anything. I can't, for the life of me figure out what's going on. None of my friends phones are doing this. I want to avoid a factory reset if possible. My phone is not rooted & I don't want to root it. Any help is greatly appreciated.
 
As stated above, issue is not related to the phone, I have a Samsung J3 which has been having this issue, internal memory of 8GB.

The most impressive thing is that I never asked to have this app in my phone to start with... but nevermind. As far as I know, everyone woke up one day and was surprised seeing it installed on their phone, right?

Well.... The problem is when it started to become bloated.

It began rising just to 170MB at first, and suddenly I looked again at what could be taking up my phone memory and it had reached more than 250MB! It is still little compared to what I've seen others report in this page, but I like to keep my phone memory as free as possible. Besides if it keeps growing at this pace, it will soon reach an amount that is unacceptable, as it has happened with others posting here.

The strangest thing that I experienced, though, was that differently from everyone I've seen on this forum so far, I would clear ALL app data, with all google apps off, completely offline (no internet or 4G), but as the app manager refreshed, there it was all the ballast back again! Example, if it was at 239 and went to 210, it would go back again to 220 in a few minutes and then would be the same as before. It wouldn't even spare me 24 hours, this having cleared cache AND data of all other apps: Maps, Play Store, GMail and everything else.

Detail: the option to "force stop" disappeared after being used a few times......

I tried deactivating it, since there is no option to uninstall, to which it warned me that I didn't have administrator privileges, since it was promoted to a system app, it seems. (But I'm not tech savvy so I don't know how to get around this :c)

I don't know what to do I just wanted it to stay put after having its data cleared........
