Why is Google play store background app untenabled

Background data ususage is unenabled and I can't fix it is eating up my data usage...just had to master delete everything because phone froze up and locked me out. Please can you help me with this issue. And everytime I try to turn it off it warns me it's going to shut everything down please help quick..running out of data usage...thank you
