Why is Google Play telling me to disable background data but I changed this?

Google Play background data disabled, but I changed this

I'm new to Samsung Galaxy s5. Am trying to download an app and Google Play repeatedly says the background data is restricted when I have gone to the app and unchecked the box. Do I uninstall updates? Can someone please walk me through this? I will need easy instructions as smartphone operation does not come to me intuitively : ) Thanks!
