Why is home screen light go dim fast after I slide to unlock it?

Hi guys! Anyone seen this issue, where you unlock your phone and the home screen light goes dim so fast, you're unable to go to the next thing, like reading your texts? i have Samsung S4. thanks! It seems to be different from screen time-out.
