why is it telling me not enough space to down load new emails Galaxy s4

I have nothing left that I can find in devise memory/storage I can remove or move to SD storage

Welcome to Android Central! Are you using the stock Email app? If so, is the email account you're using on a POP3 server? In that case, you might want to see if your email provider has IMAP server settings, and change to that. If you use POP3 servers, the phone has to download emails, which can take up space. IMAP servers keep the email on the server, and the email app will just sync with that. See here for more info: IMAP vs POP3
